Formality

Dark blues are strongly associated with formality and social status. This is tied to the long running use of dark blue in the symbols of high status institutions, particularly within Western civilization.
This has its rooted in the relative rarity and expense of high quality blue pigments such as ultramarine that was made from lapis lazuli imported to Europe from present-day Afghanistan at great expense as early as the 14th century.
The painting above known as The Wilton Diptych was produced in England around 1395 and is an early example of ultramarine in art. In art, ultramarine was reserved for subjects of the highest order and was particularly used to depict Mary, mother of Jesus. This reservation of dark blue for important subjects in art also no doubt influenced the perception that blue is a high status color. Within Western traditions, dark blue is arguably the most formal color after black.

Summary

Dark blues include a great range of blue colors that are shaded with black. These can be slightly dark to very dark whereby they can be close to black. Generally speaking, dark blues feel formal but also can feel like the night or depths of the sea such that they can also feel mysterious.
