Bright yellows are colors that result from pure yellow light whereby yellow is a spectral color that is very bright when unmixed. Humans tend to find bright yellows difficult to look at because we strongly associate yellow with the sun such that we literally feel that bright yellow might be hurting our eyes. Naturally, yellow doesn't actually hurt us and has useful applications in design as a highly visible color against dark backgrounds. Yellow has very limited visibility against white.

Yellow is used as a safety color but arguably isn't the best safety color as it really isn't very visible against white or sunlight drenched backgrounds. As a safety color, yellow is usually shifted towards green to produce chartreuse-like colors.
Bright yellow is overwhelmingly associated with sunlight. Of course, sunlight is white from space but can look yellow after passing through the atmosphere. Due to its sunny image, yellow feels happy, radiant and amazing energetic.
Although bright yellow feels happy it absolutely can't be used as a major interior color as it is too distracting and exhausting to look at for long.
As an informal fashion color bright yellow can feel like a marketing artifact such as a promotional price tag. However, there are bright yellow fashions that work where the color feels earthy or deep such as a mustard yellow or rose yellow.
